The opinion of the court was delivered by This appeal was heard at the March 1971 Session, and on March
11, due to the pressing public questions presented, the court
announced its decision affirming in part and reversing in part
the judgement of the district court. (Moore v. Shanahan,
207 Kan. 1, 486 P.2d 506.) At the 1970 Session of the Legislature, three propositions for
the amendment of the Kansas Constitution were adopted by
two-thirds of the members of the House of Representatives and the
Senate, to be submitted to the qualified electors of the state
for their approval or rejection at the general election on
